I have a 90 5.7 TBI that I just got running after 10 years of sitting. I did a rebuild on the motor, using a 68 Block. Put the 90 heads and intake back on top of it. I cleaned the gas tank, new pump and sending unit, new filter. I have new Coolant sensors, oil pressure sending unit. I put headers on it. I have it timed. The issue I seem to be having is its running rich, and loads ups with gas and stalls out after I get it started. Once I have it running and throttle to higher RPM seems to mellow out, but once I shut it off it wont restart as it looks as if its loaded up with gas. Any ideas where I should start?

The first thing that comes to mind is injectors leaking. Turn your ignition key on and look down the barrels of the TBI to see if either injector is dribbling or dripping.
