Rear disc brake conversion makes loud humming noise

Disabled park brake? I thought those calipers wouldn't properly adjust unless the park brake was used now 'n' then.

The first owner of the truck (I'm the third), used the parking brake all the time, since they lived on a steep hill. The old cable was so stretched out that, even after adjusting it as much as I could, it was still useless. The middle of the cable that connects to the parking brake pedal is sagging pretty bad. I am going to replace the entire cable system soon anyway, so that's why it is cut.
