1999 (1998 model year) suburban brake lights stay on when vehicle is off

No they do not turn off when i pull up on the pedal, the pedal doesn't move back any further either. The brakes feel and function fine while driving as well.
Correct, the brake light circuit is always hot regardless of key position on these trucks.

OP, while the truck is off and the brake lights are on, if you lift the pedal by hand a little bit - do the lights go off?

I'm thinking bad booster or possibly even bent booster pushrod from someone jamming on the brakes super hard in a panic stop. When working properly, it doesn't take much travel for the switch

I'm with @someotherguy on this, sounds like a bent pushrod. If you have a booster going out, it'll be fairly obvious in braking effort. Had bad booster on vacuum booster and hydro boost systems, and you KNOW. You REALLY have to stomp the pedal, to get brakes to work.
I've had the HB and power steering go, when the belt broke (because the idler pulley decided to die after 27 years!)(had made some noise and I didn't look into it soon enough, because the truck has loud pipes and many noises). That is NOT a pleasant situation, particularly with a truck as big as a CCLB. Wrestling 21 feet of very unmanageable truck in a parking lot was a challenge.....

cleaned up the ground, it was dirty. Lights still stay on but now only if i press the brake first. while running if i breath on the pedal the lights will stay on until i depress the pedal normally. i am going to see if bending the tabs in the switch can help. will attempt it tommorow
