Noise under dash when no key in ignition

1995 Chevy 2500 k2500. Really slow tic tic sounds coming from under dash when not running. Kinda like a slow relay noise that I cannot find

All the time, continuously?

Does is shut off about 10 seconds later?
Does all your heater and A/C controls work, like you can divert air both hot and cold wherever you want it?
Because the blend door actuators, if broken , make a ticking sound for about 10 seconds after starting and shutting off.
