So, I went down a short rabbit hole on the International Residential Code. Oklahoma does follow the IBC/IEBC/IRC/etc. with modifications by a state committee. However, if you read the code the footing can be on "undisturbed natural soils". We need a stronger requirements.

Man, I remember back in the day having to have books open and the list of "changes" open separately. I love that they put the base document with amendments online so anyone can look it up. That's "good" progress.

All states have that nowadays. It comes in handy for things like snow load requirements which vary by county in MI.
