I am having this exact same problem with my 1990 C1500 RCSB. I changed the VSS so far and since I got the truck the speedo has not worked (Moon gauge) then yesterday low and behold I go to work and the thing works! I was like okay so it "can" work. Then I leave work and it doesn't work again. Yesterday was the first time I have seen it work yet (2 weeks since I bought it)
Thanks for posting about that ground going to check mine. Otherwise I have a new speedo center off ebay on the way. I may pull the cluster and check the solder points as well, its gotta be something stupid since it does work.
