Thank you for the replies I will check fitment on both with the new drum flipped around also on passenger side as well, will take more pics. Passenger side has been gone through from previous owner has new/thicker drum adjuster and springs, driver side blew a wheel cylinder back in March replaced it, shoes were at %50. blew wheel cylinder again and went to replace shoes and the drum this time to try and prevent it again.
Definitely a semi float. That could be just the casting of the backing plate. Something on the end of the axle not allowing the drum to lay flat. Flip the drum over and install and see if the hub center and the hole center are flat and also when installed correctly. May also be the drum casting as well. Does it do the same on the passenger side? Lastly, you replaced one drum instead of two?

Or perhaps the vehicle was dropped on the ground with the wheel off.

Richard
Changed the wheel cylinder in March and had no fitment issues, only now with new shoes wheel cylinders and drumon driver side, new parts were ligned up next to old parts and matched, only on the driver side isn't seating fully, old drum wouldn't seat fully either will try passenger side drum next

Edge of shoe is noy hitting drum, correct? You would not be able to turn wheel when tightened and should hear it. Not the issue but I hope you cleaned backing plate and lubed shoe contact points.

This might be a problem with interference between the lug studs and the holes for the lugs in the brake drum.

Install the drum and two lug nuts to affix the drum to the axle, and check to see if the drum seats fully on the wheel axle flange.

Alternatively:

When you bolt the wheel on, and spin the wheel while on jackstands, does the wheel wobble?

There’s actually a spec for the runout of the wheel, and it’s probably in the service manual. If you’re interested, get a dial indicator and measure it.
