Who would re-install a busted timing cover, when the thing is known to be non-reusable even if it isn't cracked?

Some people need their fingers broken with their own wrenches.
I hope you understand that I was referring to the new cover he already said he was putting on because it was cracked/busted?

I would say it has been changed. That is the junk style of chain and looks practically new on the teeth.

yup, and the better OE L31 chain is a (single-row) roller chain. Yup, that chain looks almost new.
The damper seals on those OE plastic covers can be Very difficult to remove without damaging cover, then it can be difficult to find proper fitting replacement seal. Been successful on both counts but don't bet on it.
Also, IIRC (in lieu of flat gasket) an OE cover comes with a fully-cured urethane bead stuck to it.

I note how face of the pictured block has ALL holes drilled around perimeter for timing cover.

Most of the blocks do. I have only run across a handful that have not. Fuel pump hole and blockoff plate is about 90% chance of being a 4-bolt main but some 2 bolts came that way too. I have also seen more with the coolant bypass port drilled than not. Vortec heads block that passageway off as I found swapping to aluminum heads. The bypass passageway left uncovered by the Vortec pump started pouring coolant out and I had to tap the port for a NPT plug.
