I'm doing something similar, but I'm working on the upper and lower steering column covers for the late model tilt columns.
I'm working off a 3D scan to make sure it's lines up perfectly, but it's a nasty part to CAD.
This is what I would’ve suggested.

Would this require disassembly of the column covers? or is it as simple as popping it on there?

No disassembly required. The factory tumbler cover has a metal retaining ring around the base that secures it in place, it will take some effort to pry off. I recommend using a set of trim removal tools if you have them, a flathead screwdriver will work in a pinch (just be careful not to crack the column cover). My design just pops right into place and is easy to remove by hand after installation, the cover has alignment keys that engage with the tumbler.

Any recommendations for a 3d scanner that won't break the bank? Something under $1,000. I used my phone to 3d scan the dash vent for my gauge holder but the scan is pretty rough, took way too much touchup work and still isn't good enough for my likings.

I dont have any hands on experience with these but they are what i am looking at getting.

Ive heard good things about the revopoint. it works well on non reflective surfaces. you can even get the 2 for a little cheaper

if you need something for like paint or exterior surfaces then this one definitely beats the revopoint.
