Sounds like a shifter issue to me. It could be a stretched shift cable, or the issue may be within the steering column itself.

No clue what vehicle we're talking about. Year, model, and transmission would be nice to know.

If it's a earlier model with a 700r4/4L60, it may just be the indicator is out of adjustment.
There is a wire that's clipped onto the steering column. You can slide it around until the indicator is in the right spot.
Have to take the trim panel off under the column.
BUT......this was on a 91 with 4L60. If you have a different transmission, I don't know.

So with a 95, I'm sure it's a 4L60e, so it shifts with a cable, not linkage like the 700r4/4L60.
So I'm not sure if what I told you would work. The sliding of the little cable.
Maybe @NickTransmissions will jump in and let you know how to adjust the indicator.
Neutral in all gears?
If so, check dipstick with engine off - if the level is unusually high and doesn't drop when engine is fired up, pump is shot and transmission will need to be overhauled.
