So the cel stays on while cranking,

I just verified how the SES (cel) light works on my known-good '99 C2500 that's starting faultlessly.

1) Key On to Run position = SES light on steady for as long as I leave it there.
2) SES lights stays on the entire time that the engine is cranking over. (A little flickery, looks like due to voltage variations from the starter working against compression.)
3) A soon as the engine fires, the SES light immediately goes out.

So don't chase the SES light being on while the engine is being cranked over by the starter but has yet to fire.

FWIW --

PS - @slow_c1500 has a valid suggestion. It will only take a second to try, and if it doesn't work we won't bother
to explain the underlying theory. But if it does I have pictures showing why. Let us know if disconnecting the #3
spark plug wire makes a difference.

oil pressure guage goes up as it cranks, rpm guage stays at 0, but scanner picks up the rpms for a sec til it says lost communication, it ran fine before I did the clutch, but afterwards it would just randomly die like someone shut the key off, I don't remember if the mph guage was working when it shut off or not cause it's been so long since I last had it running, but when it would shut off, even if I tried to pop the clutch while it was slowing down, it would not refire, it's like the key was turned off

Hmmm, this sounds suspiciously like the Security feature acting up? Was this a thing back in '96? Or was this added in '98?
For that matter, you are driving a '96, but is it possible a PO swapped in a '98 VCM? Just wondering aloud...

The security started in 97, 96 was still security free, I thought the same thing when it started doing this no start issue

IDK, just throwing idea out... Pull the Distrib cap off, on the Balancer or alt ratchet it to TDC, see if the rotor is at NO#1 to fire... And if it ever changes at different test by hand. For chain or Distributor fail..

I was thinking if 7.4 is similar to 5.7 as far as wiring connector that plugs into intake , never worked on 7.4 but a few 5.7's . Make sure plug in is seated it may be cocked

Nah TBI is very COOL, NICE setup correct.... No BS with Carbs stuff etc.... Just a sumbit if something is wrong LOL...
I wish it was TBI, mine is not, it's the next version of the 454, I forget what it's called, but it has 8 injectors under the intake plenum,
