All an O2 sensor does is read the amount of oxygen in the exhaust. Too much oxygen, the O2 sends a signal telling the PCM to add more fuel. Too little oxygen, the O2 sends a signal to the PCM to reduce the amount of fuel.

correct. the only way an O2 sensor could change idle speed would be to be adding SO MUCH fuel that it would start fouling the plugs or something. but that would cause alot more problems than just a low idle, plus the PCM limits the amount of fueling correction that the O2's can provide, so there really is no way in real life that would happen.

how low is your idle speed? is it steady and low, or is it sputtering and fluctuating?

edit: also what kind of truck are we talking about?

Word, and
yeah can unhook the 02 sensor completely and it will still run in open loop, it will run like crap but it shouldn't affect base idle speed. You need to use a live data scanner and see what rpm the computer is requesting the engine to be at.
