1997 Bus bench seat not locking

OK, so I a ’97 single cab with a cloth bus bench seat. The back of my seat will not lock it just flops forward with no effort. Also, for info there is NO handle for recline and no lock release in the rear. Is there something broken or worn out inside the hinge? Hope someone has had this problem or has rebuilt a seat frame that can help
