Is there any way to recondition a part like this to make it look brand new and prevent it from rusting in the future? If so, who would provide such a service?

Maybe some kind of "evapo-rust" bath for a day or so. Some kind of media blasting would take it off as well. Probably wouldn't be too expensive.
As for protection, I believe VHT makes a rattle can for exhaust manifolds.
Usually any kind of shop that deals with metal fabrication would have a sandblasting cabinet. Or powder coating place as well.

I am not finding it on the internet right away but I have used a rub-on coating that leaves it looking like fresh cast iron, it bakes in and lasts for years. Very similar looking to anti-seize.

Make sure it fits nice before investing any work. Manifolds are notorious for warping.
