My ‘91 is doing this thing too. It started today after working fine for a few months since the 1st time it did it. All the left hand arrows flash at even intervals for several minutes until it stops flashing completely. I counted 48 flashes before I turned the key off. I pulled the hvac fuse and replaced it with no change. It is currently stuck on defrost. AC is offline right now. Chiltons is little help. Where does the code flashing display? Also the only actuator ever replaced was the one behind the glove box I believe. None of them are making any noise currently.
The mode door actuator is behind your radio CDM to the right of the accelerator pedal. You'll need to replace that one (or free it up) to get the mode off defrost.

The flashing is not a code, it's an indicator that the area flashing's specific function is not functional. Mode door will have the 5 left side arrows flash, temp door will have all of the temperature range arrows flashing.

Here it’s doing the full flash. Then I poke enuff buttons and it does this but still blows defrost.

I got back to tracking my issue. It was in fact the mode actuator on driver side. It did not make any noise but it only moved about a 1/4". I took it off and opened it up. Plugged it back in and touched the mode buttons and found it bound up. The motor was running but the worm gear was not moving. It must have come apart inside. Well, it is 33 years old.
One new actuator installed and it's fine again.
