89' chevy truck 350 tbi completly stock,

I have new plugs, wires, sensors, fuel pump, filter, rebuilt tbi and regulator, distributer, coil, knock sensor and timing chain, cam looked good.
"New" distributor? Did you get the CORRECT knock sensor?

i am told a scanner for this year vehicle probably wont tell me much.
Common misconception. A proper scan tool will verify EVERY sensor, and computer output.

Thanks guys, I feel silly mentioning this, but I was unplugging the wrong wire plug that was further down on the wire loom, the wires are dirty and hard to tell their color. I discovered the ecu bypass tan and black wire/plug under the tee-shaped cover on the firewall. All is good now

You might feel silly but that's a whole lot better outcome than it being some other cause. ;)
