This is a 1997 suburban 1500 with 14 bolt rear axle with disk brakes, atlas II transfer, Dana 60 front axle, 6bt with nv4500 transmission. I’m thinking about buying it. Let me know what you guys think of the work.

There is some beautiful fab work there, I see so much time and effort! Only 1 point of concern, the rear spring perch has a vertical weld onto the frame, which could cause cracking. There are other vertical welds in there too, but the reason the rear spring perch is what I mention is because of it's location. That is the area of the frame that'll see flexy action if you put the vehicle in situations where it gotta do flexy things, think off-road.
It may never be an issue, there are many examples of vertical welds on a frame that never give a problem. Notice how cab mounts are fastened to the frame? Sure don't break off or cause frame cracks!

How would be the best way to fix that problem?
At this point, it's there, so I wouldn't attempt a "fix". Rather, whenever you're under there, look at it to see if it cracked. If it would crack, then it can be plated. I've plated many a cracked frame on an over-abused farm truck, and it seems to hold up well.
I wouldn't worry about it, meaning, don't crawl under there every time you go for a drive. If you're under there for some reason, give it a look.
The proper attachment would have a rounded edge like a paranthesis() , or a pointed end like the greater than or less than symbols<>. I prefer the rounded end.
