4 wheel drive issue

So I have a 1998 chevy k1500 replaced my diff actuator so I could get my 4 wheel drive back bought the truck with it broken but anyways on to the issue I can get it to engage and work in 4hi but when I go to put it in 4lo the light on the switch is just flashing and won't engage but I can go back to 4 hi and 2 hi

Have you tried moving it back and forth slightly as its blinking? The transfer case needs to engage the pawls.

I don't know what your asking about , moving back, switches. One long sentence? This isn't the CIA, for decoding secrets.

I was asking what would cause my 4lo not to work but 4hi does

The truck needs to be in neutral to shift in and out of 4lo. If it is not it will do exactly as you describe.
