I know this is a old thread but I have a similar problem but it was cause by the license plate bulbs shorted out and grounded the wire feeding voltage to the tail lights. I removed the bulbs from he license plate sockets which took care of the grounding put the tail light wire but have no voltage to the wire when turning on the parking lights. The front works just can not figure out what's wrong with the rear ones.No blown fuses anywhere. I know very little about the truck I recently bought it and have been fixing it up for a couple months it is a 96 gmc sierra k1500 any help would be greatly appreciated.

Think I'm just going to put a 30a relay under the hood next to the 12v aux on the fuse box on the fender and use the front parking lights to trigger the relay and run a 20a fused line following the wire harness back to the tail lights...Problem solved..

Actually found the problem...about 12 inches towards the front on the main line that plugs into splitter harness to the tail lights the wires had got hot and melted and the parking light wire was severed. I soldered in a heavy guage wire replacing the bad sections then coated with liquid electrical tape the slipped a piece of heat shrink tubing over it to insure a water tight seal...Problem solved

Hope my experience helps someone else with a similar issue.
